No matter what, there is no 2.1 or 2.2 update for these devices. The best options are tweaked versions of 1.5 (which isn't bad at all).

Why i do not upgrade this device to 2.1 or 2.2?

Because the manufacturers of these devices aren't interested in that level of continous support, and haven't made a 2.1/2.2 Android version for the aPad. They also haven't made the necessary source code available for others to do it.
