Question on 3rd party merchant credit card applications

In my store one that’s a national chain we have a credit card one can apply for to purchase items and employees are

purposely changing the total sale price to extreme numbers so the application doesn’t get approved and will apply

again and even apply one more time if they get them to do it so our store meets marks for daily applications. Today I

was faced with a moral dilemma, a customer who said no to the card and then a co worker came up and took over

they asked twice to the card and the customer was getting visibly upset then the employee told the customer to do it

and they gave their ID, this can’t be legal right?
