I believe installing the Google experience will give you this as I have both a maps and navigation icon, but haven't messed with the nav for lack of gps in Novel. It can use wifi for location, so I guess if you were traveling with a MiFi or similar device this MAY work?

It pre-fetches the map data when you give it the route. So long as you waited a minute or so for it to fetch the route, and didn't stray too far off it then you'd be fine. But if you get lost, you're f****d.
