How to set as live wallpaper:

Settings ---> Display ---> Wallpaper ---> Live Wallpapers ---> 'BLURRED CIRCLES LWP'.

for Android 4.4:

Press Home Screen for 2 second, select Wallpaper and select 'BLURRED CIRCLES LWP'.
