Available Free Memory

Is it normal to have not more than 40-45 MB of Available Memory even after closing all running apps?

I guess so because that is all I have ever had when closing apps. Which would mean that android is using 88mb of ram. Is that even right??? I thought Linux was supposed to be small. Perhaps there is a way to make more memory available? Even better... What about using some of the internal flash for a swap file??? it would give us at least 128mb more ram technically. Any Ideas in enabling this feature? I know my android phone has something similar.
I know this can be done I just don't know how with this device. I have seen it don't over at XDA-Developers and I have partitioned my SD card so that my phone can do it. Any Ideas? Anyone?
