Hey guys I know theres probably more topics on this forum but I went through 20 some pages of Google search and tried everything but yet it's still boot looping.

It boots up to a white screen shows cruz in white lettering and black background then redoes it and the only way to stop it is by pulling battery. I purchased this off someone so he probably did a bad flash and had no success so any help would be great.
