Windows 8 RT is the ARM version, it's not the same as the desktop, can't run x86 programs. Also, I think it takes about 10GB space for the OS.

In theory,WindowsRT can run on ONDA VI40,because there are same cpu architecture as Surface Tablet.
But Microsoft isn't provide Windows 8 (RT) for free,only some of Dealers can use Windows 8 (RT).
However,you can use Splastop to remote to computer that run Windows 8 to try to use Windows 8 on your VI40.
