I've a HP WiFi Mobile Mouse which works well with Windows 7 and 8, but Android.

Is there any to get those Mouse to work with Android 4.x? Maybe some Dev could provide or create an driver for such Mouse?

As far as I'm aware, android isn't designed to use a mouse, I'm not sure if you mean the android notebook version though? I think it is going to be like trying to use a Microsoft product with a Mac, just not possible.

You could use an USB Mouse without any problems, just works well! So, said that, if any driver would exist for an WiFi Mouse (NOT Wireless with Receiver!!), it should be possible to use such Mouse as well.
