All the money in building a factory, designing a chassis, commissioning production, and then the money spent on marketing, and one of the most important functions to the user - usability - is done on the cheap.
I don't care if it's a 16-core 1600x1050 retina display: if it doesn't run well, it's (s)crap. Usability is where apple score highly for most people.

Sorry, just feeling a bit sarcastic this morning, seems that the 4.0.x versions were never working properly, preceded by the 2.x versions (oh, was there a 3.x phase? - must have missed it) - see, there I go again, must need coffee.
